Rigoletto had come to the Ministry to speak with the Minister, there where things that they should speak of & after catching some more of the D.E. those he knew to be in the D.E., some things where not making since & he had to speak with the Minister to find out what was going on.
As he entered he easily made his way for the Ministers office, none stopped him for it appeared that many knew him on sign so he was not stopped as he entered the building, as he moved there was only the fainted of sound form him as he moved this, mostly came from his clothing then his boots. He remained already to what & who was a round him, to help get a better feed & feel of things going on. Like always his mask was in place, one of the things that likely easily made people know who he was on sighted.
